Sandra does not believe recently released paedophile John Davies when he owns to killing 5-year old Yasser Gorton-Blackledge, who disappeared after going on a Free Palestine march with his left wing parents Anne and Fred in 1985. Now divorced, Anne still campaigns for liberal issues but Fred is a hard right reactionary and misogynist. Davies eventually admits to Sandra that he was bullied into confession by Anthony Vernon, a violent disciple of Fred who once hoped to make his name in journalism from Yasser's case. Another ex-activist, kindly nurse Gillian Withall, adopted a little boy at much the same time that Yasser disappeared and, as Gerry and Brian read through the files MI5 compiled on the Gorton-Blackledges it becomes more than likely to them that Yasser is still alive. The examination of the latest body from the housing estate proves it to be that of Errol Harris who was asphyxiated while being tarred and feathered. The policeman in charge of the case, DS Nick Wallace, is exasperated at the lack of physical evidence the pathologists are able to provide him as without concrete proof of who is involved in the killings, he knows they will never get a conviction. Leo Dalton thinks that the key to getting information is Errol's younger brother Levi who is actively being recruited to join the gang. Tragedy ensues however after the police question the boy. Following a court appearance for drunk driving, Leo is required to perform unpaid work as a punishment, assisting AJ, a community worker on a run-down,largely black-occupied housing estate in South London. AJ is hoping to divert boys away from crime by encouraging them to do sports, and, though initially dismissive of Leo as a white intruder, comes to respect him after he has saved the life of Errol, a former gang member now anxious to keep his little brother Levi out of trouble. Errol has been stabbed in the leg by members of a gang from a rival estate and Leo stops him from bleeding to death. Earlier in the week a young girl called Shana Block was stabbed to death at a funfair and her murder recorded on a mobile phone. As Shana lived on the estate police sergeant Wallace involves Leo as a go-between with the suspicious residents. There is a problem at Craven Wood young offender unit where the security firm Securamax has failed to curb what its director calls a disturbance since it would be penalized were it a riot. But a riot it is and the territorial support team is called in, still being shadowed by Matt, keen to turn his material into a film based on the team's personal problems. Miller is shocked to see that assistant commissioner Inglis is actually on the Securamax pay-roll and confronts him before appearing before the committee where deputy mayor Delgado accuses him of opposing private security firms being involved in police work. Rani Chandra, a would-be journalist, moves into the Jackson's old house with her mother and father, who is the new school head. Children have been disappearing and Rani suspects the appearance of a clown at the school is significant. In fact the last two to go missing had tickets to the Museum of the Circus, which Sarah Jane, Rani and the boys investigate. It is run by Elijah Spellman, a smilingly sinister figure, who sets clown robots on the group, though Sarah Jane uses her sonic lipstick to immobilise them.
